iFixit Put Up a Right To Repair Billboard Along New York Governor's Drive To Work (pirg.org) 32

Right to Repair website iFixit put up a billboard in Albany, New York, calling for Gov. Kathy Hochul to sign the landmark Right to Repair law, which was passed overwhelmingly nearly six months ago by the state legislature. PIRG reports: Supported by Repair.org, U.S. PIRG and NYPIRG, Consumer Reports, Environment New York, the Story of Stuff Project, Sierra Club Atlantic Chapter, NRDC, Environmental Action and EFF, calls for the governor to sign the bill have increased The legislation must advance to the governor by the end of December and be signed by January 10, 2023.

The Albany Times Union editorialized twice for the governor to sign the bill, recently noting that the bill has come under intense opposition from manufacturers: "Meanwhile, lobbyists, big corporations and a few trade organizations are pressing for a veto ... Ms. Hochul must sign the bill, and then lawmakers should get to work passing an expanded version that includes all the products that were needlessly stripped from the original. Big corporations and the lobbyists they hire won't be happy, but that shouldn't matter a bit."

As US Investigates Ticketmaster, Botched Sale of Taylor Swift Tickets Fuels Monopoly Criticisms (npr.org) 94

Ticketmaster provoked ire with a botched sale of tickets to Taylor Swift's first concert in five years. NPR reports: On Thursday afternoon, the day before tickets were due to open to the general public, Ticketmaster announced that the sale had been cancelled altogether due to "extraordinarily high demands on ticketing systems and insufficient remaining ticket inventory to meet that demand." Taylor Swift broke her silence on Friday in statement on Instagram in which she said it is "excruciating for me to watch mistakes happen with no recourse." She said there are many reasons people had a hard time getting tickets, and she's trying to figure out how to improve the situation moving forward. "I'm not going to make excuses for anyone because we asked them, multiple times, if they could handle this kind of demand and we were assured they could," she wrote, without naming Ticketmaster.
America's Justice Department "has opened an antitrust investigation into the owner of Ticketmaster," reports the New York Times. But the investigation "predates the botched sale" and "is focused on whether Live Nation Entertainment has abused its power over the multibillion-dollar live music industry." The new investigation is the latest scrutiny of Live Nation Entertainment, which is the product of a merger between Live Nation and Ticketmaster that the Justice Department approved in 2010. That created a giant in the live entertainment business that still has no equals in its reach or power.... The debacle involving Ms. Swift's concert tickets this week has exacerbated complaints in the music business and in Washington that Live Nation's power has constrained competition and harmed consumers.
Or, as NPR puts it, "The frenzy has brought renewed scrutiny to the giant Ticketmaster, which critics have long accused of abusing its market power at the expense of consumers." Would-be concertgoers have complained vocally about recent incidents with near-instant sellouts and skyrocketing prices, and artists like Pearl Jam and Bruce Springsteen have feuded with it over the decades. One common complaint is that there doesn't seem to be a clear alternative or competitor to Ticketmaster, especially after it merged with concert provider Live Nation in 2010 (a controversial move that required conditional approval from the U.S. Department of Justice).

Now Tennessee's attorney general, a Republican, is opening a consumer protection investigation into the incident. North Carolina's attorney general announced on Thursday that his office is investigating Ticketmaster for allegedly violating consumers' rights and antitrust laws. And multiple Democratic lawmakers are asking questions about the company's dominance â" not for the first time.... "Taylor Swift's tour sale is a perfect example of how the Live Nation/Ticketmaster merger harms consumers by creating a near-monopoly," tweeted Sen. Richard Blumenthal (D-Conn.), one of several lawmakers who has long called for investigation and accountability into the company, especially after becoming a subsidiary of concert behemoth Live Nation.

The article also cites a Thursday statement from Ticketmaster: The company says that using Verified Fan invite codes has historically helped manage the volume of users visiting the website to buy tickets, though that wasn't the case on Tuesday. "The staggering number of bot attacks as well as fans who didn't have invite codes drove unprecedented traffic on our site, resulting in 3.5 billion total system requests â" 4x our previous peak," it said, adding that it slowed down some sales and pushed back others to stabilize its systems, resulting in longer wait times for some users.

It estimates that about 15% of interactions across the website experienced issues, which it said is "15% too many."

The Tuesday sale also broke Ticketmaster's record for most tickets sold for an artist in a single day," reports People, "selling two million tickets."

Swedish Engineer Creates Playable Accordion From 2 Commodore 64 Computers (arstechnica.com) 26

An anonymous reader quotes a report from Ars Technica: In late October, a Swedish software engineer named Linus Akesson unveiled a playable accordion -- called "The Commodordion" -- he crafted out of two vintage Commodore 64 computers connected with a bellows made of floppy disks taped together. A demo of the hack debuted in an 11-minute YouTube video where Akesson plays a Scott Joplin ragtime song and details the instrument's creation.

A fair amount of custom software engineering and hardware hackery went into making the Commodordion possible, as Akesson lays out in a post on his website. It builds off of earlier projects (that he says were intentionally leading up to this one), such as the Sixtyforgan (a C64 with spring reverb and a chromatic accordion key layout) and Qwertuoso, a program that allows live playing of the C64's famous SID sound chip.

So how does the Commodordion work? Akesson wired up a custom power supply, and when he flips the unit on, both Commodore 64 machines boot (no display necessary). Next, he loads custom music software he wrote from a Commodore Datasette emulator board into each machine. A custom mixer circuit board brings together the audio signals from the two units and measures input from the bellows to control the volume level of the sound output. The bellows, composed of many 5.25-inch floppy disks cut and taped into shape, emit air through a hole when squeezed. A microphone mounted just outside that hole translates the noise it hears into an audio envelope that manipulates the sound output to match. The Commodordion itself does not have speakers but instead outputs its electronic audio through a jack.

JavaScript Still Tops Python and Java in RedMonk's Latest Rankings, While Go and TypeScript Rise (redmonk.com) 54

RedMonk has released its latest quarterly rankings of popular programming languages, arguing that "The idea is not to offer a statistically valid representation of current usage, but rather to correlate language discussion and usage in an effort to extract insights into potential future adoption trends."

Their methodology? "We extract language rankings from GitHub and Stack Overflow, and combine them for a ranking that attempts to reflect both code (GitHub) and discussion (Stack Overflow) traction." Below are this quarter's results:

Their analysis of the latest rankings note "movement is increasingly rare.... the top 20 has been stable for multiple runs. As has been speculated about in this space previously, it seems increasingly clear that the hypothesis of a temporary equilibrium of programming language usage is supported by the evidence.... [W]e may have hit a point of relative — if temporary — contentment with the wide variety of languages available for developers' usage."

And yet this quarter TypeScript has risen from #8 to #7, now tied with C++, benefiting from attributes like its interoperability with an existing popular language with an increased availability of security-related features. "There is little suggestion at present that the language is headed anywhere but up. The only real question is on what timeframe." Unlike TypeScript, Go's trajectory has been anything but clear. While it grew steadily and reasonably swiftly as languages go, it has appeared to be stalled, never placing higher than 14th and having dropped into 16 for the last three runs. This quarter, however, Go rose one spot in the rankings back up to 15. In and of itself, this is a move of limited significance, as the further one goes down the rankings the less significant the differences between them are, ranking-wise. But it has been over a year since we've seen movement from Go, which raises the question of whether there is any room for further upward ascent or whether it will remain hovering in the slot one would expect from a technically well regarded but not particularly versatile (from a use case standpoint) language.

Like Go, Kotlin had spent the last three runs in the same position. It and Rust had been moving in lockstep in recent quarters, but while Rust enters its fourth consecutive run in 19th place, Kotlin managed to achieve some separation this quarter jumping one spot up from 18 to 17.

Lufthansa Changes Mind, Now Says Apple AirTags Are Allowed on Luggage (arstechnica.com) 19

Apple AirTags "are allowed on Lufthansa flights," Lufthansa announced this week — the opposite of their position last Sunday, remembers SFGate: The airline insisted the tech was "dangerous" and referred to International Civil Aviation Organization guidelines (set by the United Nations's specialized agency that recommends air transport policy) stipulating that baggage trackers are subject to the dangerous goods regulations. ["Furthermore, due to their transmission function, the trackers must be deactivated during the flight if they are in checked baggage," Lufthansa added on Twitter, "and cannot be used as a result"]
Ars Technica reports on the public relations debacle that then ensued: Outcry, close reading of the relevant sections (part 2, section C) of ICAO guidelines, and accusations of ulterior motives immediately followed. AppleInsider noted that the regulations are meant for lithium-ion batteries that could be accidentally activated; AirTag batteries are not lithium-ion, are encased, and are commonly used in watches, which have not been banned by any airline. The site also spoke with "multiple international aviation experts" who saw no such ban in ICAO regulations. One expert told the site the ban was "a way to stop Lufthansa from being embarrassed by lost luggage...."

Numerous people pointed out that Lufthansa, in its online World Shop, sells Apple AirTags. One Ars staffer noted that Lufthansa had previously dabbled in selling a smart luggage tag, one that specifically used RFID and BLE to program an e-ink display with flight information. On Tuesday, Apple told numerous publications that it, too, disagreed with Lufthansa's interpretation. It went unsaid but was strongly implied that a company that is often the world's largest by revenue would take something like air travel regulations into consideration when designing portable find-your-object devices....

Representatives from the Federal Aviation Administration and Transportation Security Administration said early this week that Bluetooth-based trackers were allowed in checked luggage. The European Union Aviation Safety Agency said its regulations could "not in itself ban or allow" trackers, but airlines could determine their own guidelines.

On Wednesday, Lufthansa walked back the policy under the cover of "The German Aviation Authorities (Luftfahrtbundesamt)," which the airline said in a tweet "shared our risk assessment, that tracking devices with very low battery and transmission power in checked luggage do not pose a safety risk." This would seem to imply either that Lufthansa was acting on that authority's ruling without having previously mentioned it, or that Lufthansa had acted on its own and has now found an outside actor to approve their undoing.

Citing rules issued by the International Civil Aviation Organization (ICAO), German airliner Lufthansa says it is banning activated Apple AirTags from luggage "as they are classified as dangerous and need to be turned off." Slashdot reader AmiMoJo first shared the news with us. The New York Times reports: Lufthansa, a German airline, set off confusion recently after telling passengers that they could not use trackers like Apple AirTags in checked baggage because of international guidelines for personal electronic devices. Apple rejected that interpretation on Tuesday, saying its trackers comply with all regulations. It does not appear that any other airlines are requiring passengers to turn off the trackers, which have become popular as a way to find lost baggage.

Lufthansa found itself in the middle of the issue when reports surfaced in the German news media that the devices were prohibited. Though Lufthansa said it has no desire to prohibit the devices that it deemed safe, the airline seems to have stepped in a mess based on the reading of obscure international guidelines and regulations, with no clear consensus on what is and is not allowed in Europe.

Lufthansa said on Sunday on Twitter that the trackers must be deactivated in checked baggage on its flights, citing the International Civil Aviation Organization's guidelines for dangerous goods as well as the trackers' "transmission function." Shutting off the trackers renders them useless. The airline has not issued a specific policy prohibiting baggage trackers. Rather, it says it is at the mercy of the rules. On Tuesday, the airline said it was "in close contact with the respective institutions to find a solution as quickly as possible." It also indicated its own examination saw no danger from their use.
"The Lufthansa Group has conducted its own risk assessment with the result that tracking devices with very low battery and transmission power in checked luggage do not pose a safety risk," said Martin Leutke, a Lufthansa spokesman. "We have never issued a ban on devices like that. It is on the authorities to adapt regulations that right now limit the use of these devices for airline passengers in checked luggage."

In its statement, Apple said that AirTags are "compliant with international airline travel safety regulations for carry-on and checked baggage."

After 23 Years, Weather Channel's Iconic Computerized Channel Is Shutting Down (arstechnica.com) 10

An anonymous reader quotes a report from Ars Technica: In the early 2000s, Americans who wanted to catch the local weather forecast at any time might turn on their TV and switch over to Weatherscan, a 24-hour computer-controlled weather forecast channel with a relaxing smooth jazz soundtrack. After 23 years, The Weather Channel announced that Weatherscan will be shutting down permanently on or before December 9. But a group of die-hard fans will not let it go quietly into the night.

Launched in 1999, Weatherscan currently appears in a dwindling number of local American cable TV and satellite markets. It shows automated local weather information on a loop, generated by an Intellistar computer system installed locally for each market. Declining viewership and the ubiquity of smartphone weather apps are the primary reasons it's going offline. There are also technical issues with maintaining the hardware behind the service. "Weatherscan has been dying a slow death over the course of the last 10 years because the hardware is aging," says Mike Bates, a tech hobbyist who collects and restores Weather Channel computer hardware as part of a group of die-hard fans who follow insider news from the company. "It's 20 years old now, and more and more cable companies have been pulling the service." [...]

Hobbyists like Bates (who goes by "techknight" on Twitter) have collected the hardware necessary to run their own Weatherscan stations out of their homes. Some have also created software that simulates the service in a browser. [...] However, getting Weatherscan to run locally was a team effort, primarily by friends named Ethan, Brian, and Jesse. One of the Intellistar computer models behind the service runs FreeBSD on a Pentium 4-based PC in a blue rack-mount enclosure. It includes an ATI card for generating the graphics and a proprietary PowerPC-based card that pulls it all together to make it broadcast-ready. To get Weatherscan working at home, the group of friends found decommissioned Intellistar units on eBay and used forensic tools to reconstruct data from the hard drives, piecing together a working version of the Weatherscan software from multiple sources. Since then, they have exhibited their work at shows like the Vintage Computer Festival Midwest last month.

Small Dongle Brings the HDD Clicking Back To SSDs In Retro PCs (hackaday.com) 117

Longtime Slashdot reader root_42 writes: Remember the clicking sounds of spinning hard disks? One "problem" with retro computing is that we replace those disks with compact flash, SD cards or even SSDs. Those do not make any noises that you can hear under usual circumstances, which is partly nice because the computer becomes quieter, but also irritating because sometimes you can't tell if the computer has crashed or is still working. This little device fixes that issue! It's called the HDD Clicker and it's a very unique little gadget. "An ATtiny and a few support components ride on a small PCB along with a piezoelectric speaker," describes Hackaday. "The dongle connects to the hard drive activity light, which triggers a series of clicks from the speaker that sound remarkably like a hard drive heading seeking tracks."

San Francisco Passes Controversial Surveillance Plan (sfgate.com) 46

An anonymous reader quotes a report from SFGate: In a 7-4 vote on Tuesday, the San Francisco Board of Supervisors agreed to test Mayor London Breed's controversial plan to overhaul the city's surveillance practices, which will allow police to access private security cameras in real time. Supervisors Catherine Stefani, Aaron Peskin, Gordon Mar, Matt Dorsey, Myrna Melgar, Rafael Mandelman and Ahsha Safai voted to approve the trial run, while Connie Chan, Dean Preston, Hillary Ronen and Shamann Walton voted in dissent.

Under the new policy, police can access up to 24 hours of live video of outdoor footage from private surveillance cameras owned by individuals or businesses without a warrant as long as the camera's owner allows it. Police must meet one of three outlined criteria to use their newfound power: they must be responding to a life-threatening emergency, deciding how to deploy officers in response to a large public event or conducting a criminal investigation that was approved in writing by a captain or higher-ranking police official. The trial will last 15 months. If supervisors wish to extend or revise the policy, they must take a second vote.
"I know the thought process is, 'Just trust us, just trust the police department.' But the reality is people have been violating civil liberties since my ancestors were brought here from an entirely, completely different continent," Walton, the board president and District 10 representative, said.

San Francisco District Attorney Brooke Jenkins added: "I believe this policy can help address the existence of open-air drug markets fueling the sale of the deadly drug fentanyl. Drug dealers are destroying people's lives and wreaking havoc on neighborhoods like the Tenderloin. Mass organized retail theft, like we saw in Union Square last year, or targeted neighborhood efforts like we've seen in Chinatown is another area where the proposed policy can help."

New Avatar Movie and Star Wars TV Trailers Revealed at D23 Conference (sfgate.com) 53

CNET reveals some Star Wars news shared at Disney's three-day "D23 Expo." Fans were probably most thrilled by the reveal of a new Mandalorian trailer for the upcoming third season of the hit show that brought us Baby Yoda in all his cuteness... Lucasfilm also dropped a final trailer for upcoming Disney Plus series Andor. Diego Luna plays Cassian Andor as he's recruited into the rebellion against the Empire. The show takes place five years before the events of Rogue One.

And the studio presented a trailer for Tales of the Jedi, which offers six original shorts about Ahsoka and Dooku, and arrives October 26. Fans also got a glimpse, though not a trailer, showing Jude Law, who's starring in Star Wars: Skeleton Crew, a story about a group of younglings lost in space.

Also revealed was a "developer update" trailer for the upcoming mobile game Avatar: Reckoning, as part of the news about other franchises: James Cameron called in to the event from New Zealand to discuss Avatar: The Way of Water, and the crowd was given 3D glasses to watch some breathtaking footage [from] Cameron's long-awaited sequel... ahead of its December 16 release.

IEEE's Top Programming Languages of 2022: Python (and SQL) (ieee.org) 76

The IEEE's official publication, IEEE Spectrum, has released its ninth annual ranking of the top programming languages. The results? Python remains on top but is closely followed by C. Indeed, the combined popularity of C and the big C-like languages — C++ and C# — would outrank Python by some margin.

Java also remains popular, as does Javascript, the latter buoyed by the ever-increasing complexity of websites and in-browser tools (although it's worth noting that in some quarters, the cool thing is now deliberately stripped-down static sites built with just HTML and simple CSS).

But among these stalwarts is the rising popularity of SQL. In fact, it's at No. 1 in our Jobs ranking, which looks solely at metrics from the IEEE Job Site and CareerBuilder. Having looked through literally hundreds and hundreds of job listings in the course of compiling these rankings for you, dear reader, I can say that the strength of the SQL signal is not because there are a lot of employers looking for just SQL coders, in the way that they advertise for Java experts or C++ developers. They want a given language plus SQL. And lots of them want that "plus SQL...."

Job listings are of course not the only metrics we look at in Spectrum. A complete list of our sources is here, but in a nutshell we look at nine metrics that we think are good proxies for measuring what languages people are programming in. Sources include GitHub, Google, Stack Overflow, Twitter, and IEEE Xplore [their library of technical content]. The raw data is normalized and weighted according to the different rankings offered — for example, the Spectrum default ranking is heavily weighted toward the interests of IEEE members, while Trending puts more weight on forums and social-media metrics.

Python is still #1 in their "Trending" view of language popularity, but with Java in second place (followed by C, JavaScript, C++ and C# — and then SQL). PHP is next — their 8th-most-trending language, followed by HTML, Go, R, and Rust.

Heroku Announces Plans To Eliminate Free Plans, Blaming 'Fraud and Abuse' (techcrunch.com) 9

After offering them for over a decade, Heroku announced this week that it will eliminate all of its free services -- pushing users to paid plans. From a report: Starting November 28, the Salesforce-owned cloud platform as a service will stop providing free product plans and shut down free data services and soon (on October 26) will begin deleting inactive accounts and associated storage for accounts that have been inactive for over a year. In a blog post, Bob Wise, Heroku general manager and Salesforce EVP, blamed "abuse" on the demise of the free services, which span the free plans for Heroku Dynos and Heroku Postgres as well as the free plan for Heroku Data for Redis.

[...] Wise went on to note that Heroku will be announcing a student program at Salesforce's upcoming Dreamforce conference in September, but the details remain a mystery at this point. For the uninitiated, Heroku allows programmers to build, run and scale apps across programming languages including Java, PHP, Scala and Go. Salesforce acquired the company for $212 million in 2010 and subsequently introduced support for Node.js and Clojure and Heroku for Facebook, a package to simplify the process of deploying Facebook apps on Heroku infrastructure. Heroku claims on its website that it's been used to develop 13 million apps to date.

Bay Area Startup Wants To Make Call Center Workers Sound 'White and American' (sfgate.com) 174

An anonymous reader shares a report: Silicon Valley startup Sanas has a lofty goal: to make call center workers sound white and American, no matter the country they're from. And that's just the beginning of their grand plan. The voice tech company's website features a photo of a smiling man, cropped so you only see a disembodied, toothy grin. Underneath the anonymous mouth, a demo invites you to "Hear the Magic" of Sanas. As you press play, you hear one side of a simulated conversation; a man with an Indian accent reads a familiarly tortured call center script about a missing package. Click the "With Sanas" slider, and the voice transforms instantly into something slightly robotic, a tad uncanny and unmistakably white. Since its August 2021 launch, Sanas has been showered with funding by investors. Amid a trying time for the tech industry, the "accent translation" company -- founded by three former Stanford students, Maxim Serebryakov, Shawn Zhang and Andres Perez Soderi -- snagged a $32 million Series A funding round in June 2022, which they claim is the largest ever for a speech technology service. One press release boasts that investors who tried the service called it "magical."

Eventually, the company wants to expand beyond call centers by changing accents on consumer video and audio calls; Sanas has even mentioned an interest in film and TV. New voices are in the works, too: Someday, workers' accents may be "translated" into a Southern drawl for a caller in Louisville, or a Midwestern lilt for someone in Cleveland, instead of the more generic Standard American English, colloquially known as white person voice. "We don't want to say that accents are a problem because you have one," Sanas president Marty Sarim told SFGATE. "They're only a problem because they cause bias and they cause misunderstandings." The tacit promise of Sanas seems to be that callers will be more polite -- and more amenable to being helped -- if they think the person on the other end is more like them.

San Francisco Transit Center Criticized over Restaurant's Plans for Expensive NFT-Based Private Club (sfgate.com) 166

Last month an SFGate.com columnist explored plans for San Francisco's first NFT-based restaurant, an "ostentatious Japanese-themed restaurant and private club" featuring a members-only Sho Club Sky Lounge. What's more galling than the repeated use of the terms "immersive" and "experiential" to describe an actual restaurant is the fact that, as the group's website proudly proclaims, the astronomically expensive and exclusive eatery "is the only rooftop restaurant located on the Salesforce Transit Center's roof." As downtown San Francisco suffers through soaring homelessness, vacant storefronts and a deadly fentanyl epidemic, the idea of its newest public space only providing food for those willing to spend exorbitant sums is brazen. In a terrifying J.G. Ballard-like dystopian metaphor come to life, the private lounge, which will charge a top-tier membership fee of $300,000 a pop... will be situated 70 feet above surrounding homeless encampments. [The cheapest membership tier is available for a one-time fee of $7,500.]

In maybe a projection of the venture's deficits, the most common word used in interviews and marketing blurbs surrounding the decidedly exclusionary club is "community." The word, adored in the crypto world, is used relentlessly in all of Sho marketing materials, as though if said enough times this ultra-bourgeois establishment under the bright lights of Salesforce Tower's beaming helmet will somehow magically help the working man under Sauron's gaze.... Outside of the private members lounge, the restaurant will be open to the public. It's a smug celebration of the widening chasm of wealth disparity, planted in a time and a city that needs just the opposite.

Marketing materials note that paid memberships "will be minted on the Ethereum blockchain. As an NFT, the SHO Club membership will be an asset to the holder, publicly verifiable, and can later be sold or transferred on the secondary market."

So Friday SFGate.com paid another visit to "the empty husk of the building that will, if all goes smoothly, soon sell NFT memberships between $7,500 and $300,000 to join a hospitality club at a yet-to-be-constructed Japanese fine-dining restaurant in the middle of Salesforce Park." (Predicted grand opening date: September/October 2023.) The public will have allocated reservations too, [CEO Joshua] Sigel said, without revealing numbers. "Then what's the selling point for a membership?" a reporter interjected. There will be special events, a monthly membership dinner for certain tiers, and concierge service, among other benefits, Sigel said... Sigel said there's "fantastic" interest in Sho Club memberships, that they've had thousands of sign-ups on their website, and they anticipate rolling out a private NFT sale next week, followed by a public sale in mid- to late September....

Inevitably came web3 talk. Once the 3,275 NFTs memberships are sold, that's it, no more. If you want to become a member after that, you'll have to obtain a Sho Group NFT on OpenSea, a secondary market for NFTs.... Sho Group will get a 10% kickback on any secondary market sales of NFTs. A reporter astutely asked how the restaurant will keep tabs on who its new members are, once the NFTs start exchanging hands. In other words: What happens when a genuine piece of s — t snags a secondary market membership? Sigel assured us the restaurant will have a terms and conditions agreement to deal with unruly forces....

Someone abruptly asked Sigel if he'll be helping the homeless, a non sequitur of epic proportions that does, in fairness, loom over everything related to this fancy restaurant located in an ostensibly public park. "Great question," he started, announcing that in the next few weeks, his group will be rolling out a foundation of some kind. "For those who know Sho and I well, giving back and supporting the community is a very big thing for us. You specifically asked about the homeless — I have a family member who's homeless. It's near and dear to my heart, in terms of serving not only the unhoused, but also those who are in need of food."

Europe Is Seriously Considering a Major Investment In Space-Based Solar Power (arstechnica.com) 166

Europe is seriously considering developing space-based solar power to increase its energy independence and reduce greenhouse gas emissions, the leader of the European Space Agency said this week. Ars Technica reports: "It will be up to Europe, ESA and its Member States to push the envelope of technology to solve one of the most pressing problems for people on Earth of this generation," said Josef Aschbacher, director general of the space agency, an intergovernmental organization of 22 member states. Previously the space agency commissioned studies from consulting groups based in the United Kingdom and Germany to assess the costs and benefits of developing space-based solar power. ESA published those studies this week in order to provide technical and programmatic information to policymakers in Europe. Aschbacher has been working to build support within Europe for solar energy from space as a key to energy de-carbonization and will present his Solaris Program to the ESA Council in November. This council sets priorities and funding for ESA. Under Aschbacher's plans, development of the solar power system would begin in 2025.

In concept, space-based solar power is fairly straightforward. Satellites orbiting well above Earth's atmosphere collect solar energy and convert it into current; this energy is then beamed back to Earth via microwaves, where they are captured by photovoltaic cells or antennas and converted into electricity for residential or industrial use. The primary benefits of gathering solar power from space, rather than on the ground, is that there is no night or clouds to interfere with collection; and the solar incidence is much higher than at the northern latitudes of the European continent.

The two consulting reports discuss development of the technologies and funding needed to start to bring a space-based power system online. Europe presently consumes about 3,000 TWh of electricity on an annual basis, and the reports describe massive facilities in geostationary orbit that could meet about one-quarter to one-third of that demand. Development and deployment of these systems would cost hundreds of billions of euros. Why so much? Because facilitating space-based solar power would require a constellation of dozens of huge, sunlight-gathering satellites located 36,000 km from Earth. Each of these satellites would have a mass 10 times larger, or more, than that of the International Space Station, which is 450 metric tons and required more than a decade to assemble in low Earth orbit. Launching the components of these satellites would ultimately require hundreds or, more likely, thousands of launches by heavy lift rockets. "Using projected near-term space lift capability, such as SpaceX's Starship, and current launch constraints, delivering one satellite into orbit would take between 4 and 6 years," a report by British firm Frazer-Nash states. "Providing the number of satellites to satisfy the maximum contribution that SBSP could make to the energy mix in 2050 would require a 200-fold increase over current space-lift capacity."
Critics of the concept include Elon Musk and physicist Casey Handmer, among others, which take issue with the poor photon to electron to photon conversion efficiency and prohibitively expensive transmission losses, thermal losses, and logistics costs.

US Bans Export of Tech Used In 3nm Chip Production On Security Grounds (theregister.com) 73

The United States is formally banning the export of four technologies tied to semiconductor manufacturing, calling the protection of the items "vital to national security." The Register reports: Announced Friday (PDF) by the US Commerce Department's Bureau of Industry and Security (BIS) and enacted today, the rule will ban the export of two ultra-wide bandgap semiconductor materials, as well as some types of electronic computer-aided design (ECAD) technology and pressure gain combustion (PGC) technology. In particular, the BIS said that the semiconductor materials gallium oxide and diamond will be subject to renewed export controls because they can operate under more extreme temperature and voltage conditions. The Bureau said that capability makes the materials more useful in weapons. ECAD software, which aids design for a wide range of circuits, comes in specialized forms that supports gate-all-around field effect transistors (GAAFETs), which are used to scale semiconductors to 3 nanometers and below. PGC technology also has "extensive potential" for ground and aerospace uses, the BIS said.

All four items are being classified under Section 1758 of the Export Control Reform Act, which covers the production of advanced semiconductors and gas turbine engines. Those types of technology are also covered by the Wassenaar Arrangement, made in 2013 between the US and 41 other countries, which functions as a broader arms control treaty. "We are protecting the four technologies identified in today's rule from nefarious end use by applying controls through a multilateral regime," Assistant Secretary of Commerce for Export Administration Thea D Rozman Kendler said in a statement. "This rule demonstrates our continued commitment to imposing export controls together with our international partners."

The reason for the addition of the four forms of technology to export controls is a change made in May to how the BIS characterizes emerging and foundational technologies. Under the change, such tech was reclassified to be covered by Section 1758. The BIS statement announcing the export ban made no mention of the countries, but recent events make it clear the target is China -- the US has been considering other tech export bans (and investment freezes), recently all of which appeared tailored to target China. Analysts in the Middle Kingdom have claimed the ban would have little short-term impact on China's chipmaking industry as no one in China has yet managed to design chips as advanced as those targeted by the ban.

'Unstoppable' Python Remains More Popular than C and Java (infoworld.com) 177

"Python seems to be unstoppable," argues the commentary on August's edition of the TIOBE index (which attempts to calculate programming-language popularity based on search results for courses, vendors, and "skilled engineers").

By that measure Python's "market share" rose another 2% in this month's index — to an all-time high of 15.42%. It is hard to find a field of programming in which Python is not used extensively nowadays. The only exception is (safety-critical) embedded systems because of Python being dynamically typed and too slow. That is why the performant languages C and C++ are gaining popularity as well at the moment.

If we look at the rest of the TIOBE index, not that much happened last month. Swift and PHP swapped places again at position 10, Rust is getting close to the top 20, Kotlin is back in the top 30, and the new Google language Carbon enters the TIOBE index at position 192.

InfoWorld notes it's been 10 months since Python first claimed the index's #1 spot last October, "becoming the only language besides Java and C to hold the No. 1 position." In the alternative Pypl Popularity of Programming Language index, which assesses language popularity based on Google searches of programming language tutorials, the top 10 rankings for August were:

NetBSD 9.3: A 2022 OS That Can Run On Late-1980s Hardware (theregister.com) 41

Version 9.3 of NetBSD is here, able to run on very low-end systems and with that authentic early-1990s experience. The Register reports: Version 9.3 comes some 15 months after NetBSD 9.2 and boasts new and updated drivers, improved hardware support, including for some recent AMD and Intel processors, and better handling of suspend and resume. The next sentence in the release announcement, though, might give some readers pause: "Support for wsfb-based X11 servers on the Commodore Amiga." This is your clue that we are in a rather different territory from run-of-the-mill PC operating systems here. A notable improvement in NetBSD 9.3 is being able to run a graphical desktop on an Amiga. This is a 2022 operating system that can run on late-1980s hardware, and there are not many of those around.

NetBSD supports eight "tier I" architectures: 32-bit and 64-bit x86 and Arm, plus MIPS, PowerPC, Sun UltraSPARC, and the Xen hypervisor. Alongside those, there are no less than 49 "tier II" supported architectures, which are not as complete and not everything works -- although almost all of them are on version 9.3 except for the version for original Acorn computers with 32-bit Arm CPUs, which is still only on NetBSD 8.1. There's also a "tier III" for ports which are on "life support" so there may be a risk Archimedes support could drop to that. This is an OS that can run on 680x0 hardware, DEC VAX minicomputers and workstations, and Sun 2, 3, and 32-bit SPARC boxes. In other words, it reaches back as far as some 1970s hardware. Let this govern your expectations. For instance, in VirtualBox, if you tell it you want to create a NetBSD guest, it disables SMP support.

Winamp, the Best MP3 Player of the 1990s, Receives Major Update (arstechnica.com) 127

Winamp, the premiere music player of the late 1990s and early 2000s that was acquired by Radionomy from AOL in 2014, has received a major new update for the first time in four years. An anonymous reader shares an excerpt from a report via Ars Technica: The release notes for Winamp 5.9 RC1 Build 1999 say that the update represents four years of work across two separate development teams, delayed in between by the COVID-19 pandemic. Most of the work done in this build focuses on behind-the-scenes work that modernizes the codebase, which means it still looks and acts like a turn-of-the-millennium Windows app. The entire project has been migrated from Microsoft Visual Studio 2008 to Visual Studio 2019, a wide range of audio codecs have been updated to more modern versions, and support for Windows 11 and https streams have both been improved.

The final release will be version 5.9, with some features targeted for release in version 5.9.1 "and beyond" (version 6.0 goes unmentioned). It requires Windows 7 SP1 or newer, dropping support for Windows XP. That said, in our limited testing the "new" Winamp is still in many ways an ancient app, one not made for the age of high-resolution, high-density displays. This may cause usability problems, depending on what you're trying to run it on. But hey, for all you people out there still trying to keep hope alive, it's nice to see something on Winamp.com that isn't a weird NFT project and a promise of updates yet to come.
