Recipients are not necessarily "users" but defined as "natural or legal persons who use it, in particular for the purposes of seeking information or making it accessible, including business users, consumers and other users, etc". So on average 101 million recipients use iOS monthly in the EU according to Apple.

A good question. Apparently it's Average Active Monthly Users of each service. Apple is arguing that under the Digital Services Act only the Apple Store should be considered a Very Large Online Platform.

Monthly active users (MAUs), though they're referring to them "average monthly active recipients of the service" due to the language of the legal requirements. And I believe this is MAUs within the EU, not globally.
