William Robinson writes "Digital Media is reporting that French President Jacques Chirac is making plans for a European search engine called "Quaero" to rival US internet companies such as Yahoo and Google. From the article: 'Those involved in the Quaero project, including Thomson, France Telecom and Deutsche Telekom, have said that it will be much more than a typical search engine. It will provide an array of multimedia tools for identifying and indexing images, sound and text. Quaero will also reportedly include a powerful translating tool which will be able to 'understand' audio as well as text. The developers plan to make Quaero available on all platforms, including PCs, mobile devices and digital TVs.'"

An anonymous reader writes "ZDNet has a story covering another Homeland Security test of the E-Passport system, a biometric program designed to stop counterfeit identification." From the article: "The passports contain biometric information such as a digital photo, as well as biographic information. The technology being tested promises to read and verify the electronic data when those carrying the e-passports attempt entry into the countries via participating airports. U.S. diplomats, Australian and New Zealand citizens and Singapore Airlines officials are among those who have been issued the e-passports. These people will also undergo normal screening procedures at the international airports."

VVrath writes "Galileo, the European answer to the US Military-owned GPS has sent it's first signals to ground stations in the UK and Belgium. The first satellite in the Galileo system, Giove-A was launched on December 28th 2005, and is set to be followed by a further 29 satellites by 2010. At a cost of over $4 Billion, is this system really going to offer any major advantages over GPS, or is it merely a politicised 'anything you can do we can do better' by the European Space Agency?"

segphault writes "Ars Technica has an article about some of the financial and technological challenges associated with implementing the Real ID Act." From the article: "Opposed by more than 600 independent organizations (including the National Governors Association) and hidden in the depths of a military spending bill in order to make passage easier, the Real ID Act has received heavy criticism from concerned citizens and state government agencies. Despite the fact that relatively sound and effective improvements to driver's license security had already been implemented as part of the Intelligence Reform and Terrorism Prevention Act, the federal government felt that it was necessary to go well beyond the recommendations of the 9/11 Comission Report by passing a costly and invasive law."

Next Generation reports that another piece of anti-gaming legislation is moving forward in Floria. From the article: "Despite the failure of similar bills, Diaz de la Portilla believes SB492 provides the means to protect children. 'Left to their own devices, children often do not realize the harm they are causing themselves through the exposure to graphic sexual and violent content found in many of today's video games'" The bill has passed its first Senate hearing with a vote of 7 to 1. We've previously mentioned this legislation.

Carl Bialik from the WSJ writes "Some states have moved to shield children from email peddling porn, alcohol and other adults-only products, the Wall Street Journal reports. Critics say the laws, which establish a registry of kids' email addresses, are unfair to marketers and could create security risks. The debate echoes earlier discussion about a proposed do-not-spam national registry that the Can-Spam Law urged, but which the FTC nixed. This time, though, the registries are moving forward on a state-by-state basis, and facing court challenges from the adult entertainment industry." From the article: "Few email addresses have been placed on the state registries so far. Earlier this week, Utah's registry had 1,992 addresses, and 62 schools had registered their domain names to block emails to student accounts. About 160 companies had submitted their email lists for screening. In Michigan, 3,658 email addresses have been registered, along with 41 school domains. About 170 marketers had applied for screening."

GamePolitics reports on a story of confusion and misunderstanding in Florida. A flyer made from the Zombie Survival Guide was found near a school. Police have, naturally, leapt to the conclusion that the makers of the flyer are threatening violence against schoolchildren and are videogame players. From the article: "Although the Democrat reports that 'Zombie' is a video game, GP is not so sure. There are plenty of games based on zombies, of course, but we can't recall a single one actually named 'Zombie.' 'This underscores the importance of parents knowing what their kids are doing online,' school superintendent Bill Montford said. 'This should be a wake-up call to parents. Students shouldn't be involved in games where people are being shot.'"

FleaPlus writes "The CS Monitor reports that for the first time in 15 years a European nation has started building a nuclear reactor, with six more likely to be built in the next decade. France is also planning to develop a safer and more efficient "fourth generation" reactor by 2020. This is in light of rising fossil fuel prices and a desire to reduce CO2 emissions. Still, a majority of EU citizens are opposed to nuclear energy, primarily for environmental reasons, even though nuclear power releases less radioactive material than burning coal."

Aviran Mordo writes to tell us that the Governor of New York is pushing hard for the widespread availability of both ethanol and biodiesel on the New York State Thruway and 100 more locations around the state. From the article: "Costs and further details of the plan, which Pataki first sketched out in his State of the State address on Wednesday, will not be disclosed until he makes his budget proposal later this month. If the plan is approved by the Legislature, it will give New Yorkers one of the nation's most diverse ranges of fuel choices. Only Minnesota offers an ethanol-rich blend known as E85 at more than 100 stations. Likewise, biodiesel is offered at only a few hundred of the nation's roughly 180,000 stations."

At the same time, the Governor's Communications Director, Eric Fehrnstrom, has made the clearest statement yet that it is ODF that the new CIO will be implementing: 'There have been no changes in the commonwealth's published OpenDocument rules, and we are still on track for a January 2007 implementation.' We reported on the resignation of Peter Quinn in December.

From the article: "Peter Ashdown is the founder of Xmission, Utah's oldest Internet service provider (ISP). His Web site includes a blog and a monthly live chat session. But Ashdown's site takes public participation on his campaign Web site one step further -- opening his platform to all. The site is based on the "Wiki" open-source model made famous by Wikipedia."

Andy Updegrove writes "After Peter Quinn resigned, only two brief statements -- both from spokesman for Governor and presidential hopeful Mitt Romney -- were made to the press regarding whether Quinn's OpenDocument format policy would survive. Both were vague, and both spoke only of the "rules not changing", leaving ODF supporters worried that ODF would be swapped out for Microsoft's XML Reference Schema, even before its expected approval by Ecma. But today, in a private meeting with ITD General Counsel Linda Hamel, Secretary of Administration and Finance Thomas Trimarco assured her that Peter Quinn's departure "will result in no change to the Administration's position on the ODF standard." Trimarco is the public official that will supervise whoever Quinn's replacement will be until after the deadline for the new Massachusetts' policy is to become effective."

Although the Chinese government promotes web use for business, education, and government activity, the communist regime has committed its resources to crushing web sites that challenge government authority, or distribute content that the government considers to be detrimental to society'"

sakshale writes "The Register has an article about U.S. Government backed policy changes that have led ICANN to redelegate top level domains in such a way as to provide 'greater state-controlled censorship on the internet, reduce people's ability to use the internet to communicate freely, and leave expansion of the internet in the hands of the people least capable of doing the job'" More from the article: "At that meeting, consciously and for the first time, ICANN used a US government-provided reason to turn over Kazakhstan's internet ownership to a government owned and run association without requiring consent from the existing owners. The previous owners, KazNIC, had been created from the country's Internet community. ICANN then immediately used that 'precedent' to hand ownership of Iraq's internet over to another government-run body, without accounting for any objections that the existing owners might have."

zardo writes "The associated press is reporting that the NSA is putting cookies on visiting computers. Apparently it is unlawful for the government to put anything but a session cookie out unless it's expressed in the site's privacy policy." From the article: "Don Weber, an NSA spokesman, said in a statement Wednesday that the cookie use resulted from a recent software upgrade. Normally, the site uses temporary, permissible cookies that are automatically deleted when users close their Web browsers, he said, but the software in use shipped with persistent cookies already on. ... In a 2003 memo, the White House's Office of Management and Budget prohibits federal agencies from using persistent cookies _ those that aren't automatically deleted right away _ unless there is a 'compelling need.' A senior official must sign off on any such use, and an agency that uses them must disclose and detail their use in its privacy policy."
