The same Indian government that forced expats to bring foreign savings back at the official exchange rate, which was pennies on the dollar over the black market, the difference kept by the government who received the dollars?

Years ago,circa 2001 , some friends and I were in India and wanted to take a train that a station agent said was sold out. Luckily, he said we could personally speak to the station manager in order to obtain tickets.
We were ushered over to a screen door, where the agent knocked, and taken into a giant ( perhaps 20 foot X 20 foot ) room that contained ONE desk, five chairs in front of it, and a whole lot of space. The one desk was in the center of the room. a large fan
