US Suspends 'Expedited' H-1B Visas (sfgate.com) 295

"Starting April 3, 2017, U.S. Citizenship and Immigration Services will temporarily suspend premium processing for all H-1B petitions," read Friday's announcement, which says the suspension "may last up to 6 months." Slashdot reader elrous0 sees it as part of the "ongoing efforts to curb abuses in the controversial H-1B program." The San Francisco Chronicle reports: While it could be difficult to divorce the move Friday from the Trump administration's broader immigration crackdown, some experts believed the agency's decision to be apolitical. "It has everything to do with an understaffed, overworked, U.S. Citizenship and Immigration Services," said Jason Finkelman, an Austin, Texas, immigration attorney, adding that the wait time for an H-1B visa in California is currently about eight months. However, Vivek Wadhwa, an adjunct professor at Carnegie Mellon University's Silicon Valley campus in NASA Ames Research Center at Moffett Field, said the suspension seems like a message from the government that you "can't buy your way into America."
Whatever the motivation, Engadget believes this will impact large tech companies. "Financial Times quotes a lawyer saying that 'close to 100 percent' of applications from companies like Microsoft utilize the option."

New Research Suggests Earth's Mantle Might Be Hotter Than Anyone Expected (sciencealert.com) 162

schwit1 quotes a report from ScienceAlert: New data suggests that the upper parts of Earth's mantle are around 60C (108F) hotter than previously expected. The mantle is the layer between our planet's super-hot core and outer crust, and it plays an incredibly important role in things like earthquakes, volcanic eruptions, and tectonic shifts. But despite the impact the mantle has on our planet, scientists have always struggled to pinpoint its temperature, and new research suggests our previous estimates were off the mark. If the new estimates made by scientists at the Carnegie Institution of Science in Washington DC are verified, it would mean the mantle is melting shallower than previously expected, and it could change the way we predict earthquakes and volcanic eruptions. The new estimates are based on the fact that the Earth's upper mantle is more affected by the presence of water in its minerals than we've assumed in the past. One of the most common ways to measure the temperature of the upper mantle is to analyze lava emerging from mid-ocean ridges - an underwater mountain range where two plates meet and hot mantle is drawn up and partially melts. So to more accurately measure the temperature at which this would melt, the researchers, led by Emily Sarafian, have used a new technique to add a quantifiable amount of water into mantle samples through tiny particles of the mineral olivine. This allowed them to more accurately measure the melting point of peridotite under mantle-like pressures in the presence of known amounts of water. "Small amounts of water have a big effect on melting temperature, and this is the first time experiments have ever been conducted to determine precisely how the mantle's melting temperature depends on such small amounts of water," said one of the researchers, Erik Hauri. They found that the potential temperature of the mantle beneath the oceanic crust is on average around 60C higher than previous estimates - with some parts much hotter than that. "Our experimental results indicate that mantle potential temperatures along all ocean spreading centers are hotter than existing estimates," the team writes in Science.

IBM Gets a Patent On 'Out-of-Office' Email Messages -- In 2017 (arstechnica.com) 65

The U.S. Patent and Trademark Office has issued IBM a -- what the Electronic Frontier Foundation calls -- "stupefyingly mundane" patent on e-mail technology. U.S. Patent No. 9,547,842, "Out-of-office electronic mail messaging system" was filed in 2010 and granted about six weeks ago. Ars Technica reports: The "invention" represented in the '842 patent is starkly at odds with the real history of technology, accessible in this case via a basic Google search. EFF lawyer Daniel Nazer, who wrote about the '842 patent in this month's "Stupid Patent of the Month" blog post, points to an article on a Microsoft publicity page that talks about quirky out-of-office e-mail culture dating back to the 1980s, when Microsoft marketed its Xenix e-mail system (the predecessor to today's Exchange.) IBM offers one feature that's even arguably not decades old: the ability to notify those writing to the out-of-office user some days before the set vacation dates begin. This feature, similar to "sending a postcard, not from a vacation, but to let someone know you will go on a vacation," is a "trivial change to existing systems," Nazer points out. Nazer goes on to identify some major mistakes made during the examination process. The examiner never considered whether the software claims were eligible after the Supreme Court's Alice v. CLS Bank decision, which came in 2014, and in Nazer's view, the office "did an abysmal job" of looking at the prior art. "[T]he examiner considered only patents and patent applications," notes Nazer. The office "never considered any of the many, many, existing real-world systems that pre-dated IBM's application."

Americans Have Fewer TVs On Average Than They Did In 2009 (arstechnica.com) 164

An anonymous reader quotes a report from Ars Technica: Americans went from having an average of 2.6 TVs per household in 2009 to having 2.3 TVs in 2015, according to survey data from the U.S. Energy Information Agency (EIA). The data comes from the agency's Residential Energy Consumption Survey (RECS), which has been conducted periodically since the 1970s to understand American energy use. The 2015 survey included 5,600 respondents who were contacted in person and then given an option to follow up by mail or online. A fine-detail report on the survey results is due to be released in April 2017. The latest data shows that in 2015, 2.6 percent of households had no TV at all, a jump from the previous four surveys in 2009, 2005, 2001, and 1997 in which a steady 1.2 to 1.3 percent of households didn't own a TV. The 2015 data also showed that the number of people with three TVs or more dropped in 2015. That year, 39 percent of households had more than three TVs, whereas 44 percent had more than three TVs in 2009. Interestingly, the number of households with one or two TVs increased in 2015 to 58 percent, from 54 percent in 2009.

Severe SQL Injection Flaw Discovered In WordPress Plugin With Over 1 Million Installs (bleepingcomputer.com) 61

According to BleepingComputer, "A WordPress plugin installed on over one million sites has just fixed a severe SQL injection vulnerability that can allow attackers to steal data from a website's database." The plugin's name is NextGEN Gallery, which has its own set of plugins due to how successful it is. From the report: According to web security firm Sucuri, who discovered the NextGEN Gallery security issues, the first attack scenario can happen if a WordPress site owner activates the NextGEN Basic TagCloud Gallery option on his site. This feature allows site owners to display image galleries that users can navigate via tags. Clicking one of these tags alters the site's URL as the user navigates through photos. Sucuri says that an attack can modify link parameters and insert SQL queries that will be executed by the plugin when the attacker loads the malformed URL. This happens due to improper input sanitization in the URL parameters, a common problem with many WordPress and non-WordPress web applications. The second exploitation scenario can happen if website owners open their site for blog post submissions. Because attackers can create accounts on the site and submit a blog post/article for review, they can also insert malformed NextGEN Gallery shortcodes. Sucuri says the plugin's authors fixed this flaw in NextGEN Gallery 2.1.79.

PHP Becomes First Programming Language To Add 'Modern' Cryptography Library In Its Core (bleepingcomputer.com) 204

An anonymous reader writes from a report via BleepingComputer: The PHP team has unanimously voted to integrate the Libsodium library in the PHP core, and by doing so, becoming the first programming language to support a modern cryptography library by default. Developers approved a proposal with a vote of 37 to 0 and decided that Libsodium will be added to the upcoming PHP 7.2 release that will be launched towards the end of 2017. Scott Arciszewski, the cryptography expert who made the proposal, says that by supporting modern crypto in the PHP core, the PHP team will force the WordPress team to implement better security in its CMS, something they avoided until now. Additionally, it will allow PHP and CMS developers to add advanced cryptography features to their apps that run on shared hosting providers, where until now they weren't able to install custom PHP extensions to support modern cryptography. Other reasons on why he made the proposal are detailed here. Arciszewski also says that PHP is actually "the first" programming language to support a "modern" cryptography library in its core, despite Erlang and Go including similar libraries, which he claims are not as powerful and up-to-date as PHP's upcoming Libsodium implementation.

Lost Package Derails Project To Preserve Super Nintendo Games (eurogamer.net) 172

A developer's quest to preserve (and validate) every game ROM for the Super Nintendo Entertainment System has hit a glitch -- thanks to the U.S. postal service. Byuu, the creator of the Higan SNES emulator, had been expecting a package with 100 games from the PAL region (covering most of Europe, Africa, South America, and Oceania). wertigon writes: As it turns out, someone at the USPS thought it was a good idea to lose the package, thereby robbing the project of roughly $5000 and the sad hopes of ever seeing a full indexing, like the one done to the U.S set. Byuu writes... "I do still want to dump and scan the Japanese games I already purchased. But we will never have a complete PAL set. Kotaku reports the games were worth up to £8,000, and though Byuu says the sender never requested reimbursement, it's going to happen "because I can't live with myself if it doesn't." He's asking for donations on Patreon, adding "If the package ultimately arrives, I will be refunding all donations." In that Thursday update, Byuu writes that the post office had finally shipped him the label from the package "and nothing else, claiming the machine ate it." They've launched an investigation, reports Byuu, adding "It's still an incredibly long shot that they'll find anything, but we'll see. I really, really hope that they do."

But Hoffa's analysis was performed using Google's BigQuery web service, and he's also compiled a list of 2016's least popular weekend languages -- the ones people seem to prefer using at the office rather than in their own free time.

Ruby on the other hand, is "slowly leaving the week and embracing the weekend."

TeraHertz Transmitter Can Push 100Gbps+ Wireless Speeds Via a Single Channel (ispreview.co.uk) 53

Mark.JUK writes: A team of Japanese scientists working jointly for Hiroshima University and Panasonic have managed to develop a TeraHertz (THz) transmitter that is capable of transmitting digital data at a rate of 105 Gbps (gigabits per second) over a single channel using the frequency range from 290GHz to 315GHz. Previously it was only possible to achieve such speeds by harnessing multiple channels at the same time.

Professor Minoru Fujishima, Hiroshima University, said: "This year, we developed a transmitter with 10 times higher transmission power than the previous version's. This made the per-channel data rate above 100 Gbit/s at 300 GHz possible. We usually talk about wireless data rates in megabits per second or gigabits per second. But we are now approaching terabits per second using a plain simple single communication channel."

Wikipedia Bans Daily Mail As 'Unreliable' Source (theguardian.com) 405

The move is highly unusual for the online encyclopaedia, which rarely puts in place a blanket ban on publications and which still allows links to sources such as Kremlin backed news organization Russia Today, and Fox News, both of which have raised concern among editors. The editors described the arguments for a ban as "centered on the Daily Mail's reputation for poor fact checking, sensationalism and flat-out fabrication." The Wikimedia Foundation, which runs Wikipedia but does not control its editing processes, said in a statement that volunteer editors on English Wikipedia had discussed the reliability of the Mail since at least early 2015. It said: "Based on the requests for comments section [on the reliable sources noticeboard], volunteer editors on English Wikipedia have come to a consensus that the Daily Mail is 'generally unreliable and its use as a reference is to be generally prohibited, especially when other more reliable sources exist. This means that the Daily Mail will generally not be referenced as a 'reliable source' on English Wikipedia, and volunteer editors are encouraged to change existing citations to the Daily Mail to another source deemed reliable by the community. This is consistent with how Wikipedia editors evaluate and use media outlets in general -- with common sense and caution."

Overwatch Director Speaks Out Against Console Mouse/keyboard Adapters (arstechnica.com) 262

Striek quotes a report from Ars Technica: Regardless of where you fall in the long-running debate between keyboard/mouse and analog stick controls, you could historically be relatively sure that everyone on a single platform would be playing with the same control scheme. Recently, though, third-party adapters have started allowing console players to use a mouse and keyboard effectively on dedicated consoles, throwing off the competitive balance in a way that Overwatch director Jeff Kaplan doesn't appreciate. "The Overwatch team objects to the use of mouse and keyboard on console," Kaplan wrote on the Battle.net forums. "We have contacted both first-party console manufacturers and expressed our concern about the use of mouse and keyboard and input conversion devices. We have lobbied and will continue to lobby for first-party console manufacturers to either disallow mouse and keyboard and input conversion devices or openly and easily support mouse and keyboard for all players," he continued. "I encourage you to reach out to the hardware manufacturers and express your concerns (but please do so in a productive and respectful way)." Kaplan is talking about products like the XIM4, a $125 hub that lets certain USB keyboards and mice work natively with some Xbox One and PS4 games (as well as PS3 and Xbox 360 titles). IoGear's $100 Keymander does much the same thing, claiming to be "compatible with all console games." These devices essentially emulate a standard controller through a combination of hardware and software settings, disguising the keyboard and mouse inputs in a way that makes them hard for a developer to detect. This is a problem in competitive online games like Overwatch, where the quickness and precision of mouse aiming can give a decisive advantage over players using a slower and clunkier analog stick.

Is it time to resurrect these four forgotten code constructs?
The article notes that the Linux kernel uses goto statements, and links to Linus Torvalds' defense of them. ("Any if-statement is a goto. As are all structured loops...") And it points out that eval statements are supported by JavaScript, Python, PHP, and Ruby. But when the article describes recursion as "more forgotten than forbidden," it begs the inevitable question. Are you using these "forgotten code constructs" -- and should you be?

It's now been two years since the first official release of OPNsense and to celebrate they have out a big update. OPNsense 17.1 re-bases to using FreeBSD 11.0, there's now a SSH remote installer, new language support, more hardening features used from HardenedBSD, new plugins, integrated authentication via PAM, and many other improvements. Sweden Pledges To Cut All Greenhouse Gas Emissions By 2045 (independent.co.uk) 237

Sweden has announced ambitious plans to completely phase out greenhouse gas emissions by 2045. The nation also reaffirmed the urgency of tackling climate change and called for all countries to "step up and fulfill the Paris Agreement." The Independent reports: "Our target is to be an entirely fossil-fuel-free welfare state," said Climate Minister Isabella Lovin. "We see that the advantages of a climate-smart society are so huge, both when it comes to health, job creation and also security. Being dependent on fossil fuels and gas from Russia is not what we need now,â she added. All parties but the far-right Sweden Democrats party agreed to pass the law in the coming month, which will oblige the government to set tougher goals to cut fossil fuel emissions every four years until the 2045 cut-off date. Plans also include a 70 per cent cut to emissions in the domestic transport sector by 2030. The Government said the target would require domestic emissions to be cut by at least 85 per cent and the remaining emissions would be offset by planting trees or by sustainable investments abroad. The law is expected to enter into force as early as 2018.

Researchers Develop Compact Breathalyzer That Detects the Flu (digitaltrends.com) 39

Researchers at the University of Texas at Arlington have created a prototype breathalyzer-style device capable of detecting the influenza virus in its early stages -- before you start to show symptoms. "What I have created -- together with my research team and research collaborators working on this project -- is a single exhale, portable, handheld, potentially wireless, battery-operated, inexpensive, breathalyzer that relies on gas-selective sensing elements, and which detects the presence and monitors the concentration of biomarkers in breath that signal a disease," Perena Gouma, a professor in the university's Materials Science and Engineering Department, told Digital Trends. From the report: The specific biomarkers the breathalyzer looks for include traces of nitric oxide and ammonia, both of which can be measured using smart sensors. "This particular breathalyzer detects flu virus infection," she continued. "This is expected to be a personalized diagnostics tool available over the counter and it will allow the individuals to monitor their health, with the option of sharing the data obtained with their physician in real time." Gouma has previously developed other breathalyzers, for everything from asthma detection and diabetes monitoring to determining an endpoint for hemodialysis, the process of filtering waste products from the blood. The neat thing about breathalyzers, Gouma said, is that the technology involved can be easily modified to detect different diseases simply by changing the sensors. In this example, for instance, it could be upgraded to instead test for Ebola. As for when this technology may be available, Gouma said the team needs to carry out clinical trials, "but we are already exploring our options for commercializing this tool."

NASA's Cassini Captures Photos of Saturn's Rings In Unprecedented Detail (voanews.com) 43

NASA's Cassini probe has captured news images of Saturn's rings in unprecedented detail. The images were captured by the probe in its penultimate mission phase of its mission that includes "20 orbits that dive past the outer edge of the main ring system" before the spacecraft plunges into the planet itself. Interestingly, the rings include what NASA calls "moonlets" embedded in them. VOA News reports: The images are the closest ever taken of Saturn's rings and, according to NASA âoeresolve details as small as 550 meters, which is on the scale of Earth's tallest buildings.â The"ring-grazing" orbits began last November and will continue until the end of April, and in addition to spotting the moonlets, they have given greater clarity to other structures within the rings such as the so-called propeller-like formations. NASA added that Cassini has also provided the "closest-ever" glimpses of two small moons, Daphnis and Pandora. The report via NASA Jet Propulsion Laboratory (JPL) adds: "Some of the structures seen in recent Cassini images have not been visible at this level of detail since the spacecraft arrived at Saturn in mid-2004. At that time, fine details like straw and propellers -- which are caused by clumping ring particles and small, embedded moonlets, respectively -- had never been seen before. (Although propellers were present in Cassini's arrival images, they were actually discovered in later analysis, the following year.) Cassini came a bit closer to the rings during its arrival at Saturn, but the quality of those arrival images (examples: 1, 2, 3) was not as high as in the new views. Those precious few observations only looked out on the backlit side of the rings, and the team chose short exposure times to minimize smearing due to Cassini's fast motion as it vaulted over the ring plane. This resulted in images that were scientifically stunning, but somewhat dark and noisy.

KDE has announced the release and general availability of the KDE Plasma 5.9 desktop environment for GNU/Linux operating systems. While it only took a few months to develop and isn't a long-term supported (LTS) version like KDE Plasma 5.8, the update does have several new features and improving Wayland support. Softpedia reports: Probably the most important one, which will make many KDE users upgrade from KDE Plasma 5.8 LTS or previous versions, is the return of Global Menus, a feature that was available in the KDE 4 series of the desktop environment. Only now, after numerous requests from users, did the KDE developers manage to implement Global Menus again in KDE Plasma 5.9. Quite a multitude of improvements have landed in the KDE Plasma 5.9 desktop environment for those who use the next-generation Wayland display server. These include the ability to take screenshots, support for using the color picker, implementation of borderless maximized windows for full-screen support, and support for dragging apps by clicking on an empty area of the user interface using the Breeze style. KDE Plasma Wayland support allows users to set color schemes for windows, which may come in handy for accessibility, implements auto-hide support for panels, and properly displays the window icon on the panel when using X11 apps. Moreover, there's now a new settings tool for configuring touchpads, which you can see in action in the second video attached below. Wayland users can also set up gestures and relative motions. KDE Plasma 5.9 also adds several cool new tools that promise to enhance your productivity. For example, you'll be able to drag a screenshot taken with the Spectacle utility from the notification pop-up straight into a web browser form, chat window, or email composer. There's also a brand-new drag and drop functionality that lets you add widgets directly to the system tray area, and it's now possible to add widgets directly from the full-screen Application Dashboard launcher. KRunner actions like "Open containing folder" and "Run in Terminal" are now displayed in the application launchers for search results powered by KRunner, of course, and there's now a new applet that lets users group multiple widgets together in a single one. USB-C Power Meter Helps You Spot Counterfeit Accessories Before They Fry Your Gadgets (gizmodo.com) 152

USB Type-C cables are not all created equally. In fact, some USB Type-C cables fail so badly that they will permanently damage your hardware. Benson Leung, an engineer on Google's Pixel team, discovered early last year that there's even more risk to your electronics when you've got a cheap USB-C cable with an older USB connector on the other end that doesn't properly regulate power draw. In an effort to weed out the bad cables from the good, a company called Satechi has released a "Type-C Power Meter" that makes it easy to tell if your USB-C gadgets are at risk of getting fried, or under-powered, by a sketchy accessory. Gizmodo reports: The simple pass-through adapter connects between a USB-C cable and a USB-C device, providing real-time data about the power draw, in either direction, including details about voltage, amps, and the amount of energy that's been transferred since it was first plugged in. The monitor can let you know if an external battery pack is providing the proper amount of power to a smartphone that it claims to, or if your MacBook or Chromebook is receiving sufficient power from a charging cable connected to its USB-C port to actually charge the battery. What the monitor can't do, however, is protect a device if there's a detected problem in the power flow. It's not a surge protector, nor does it have any built-in alarms or warnings because it has no idea what the power requirements are for whatever device you're using it with. You'll have to make sure you're aware of how much power a device is supposed to be drawing, and confirm that it matches what the Type-C Power Meter is reporting, as soon as you plug it in.

US Intelligence Seeks a Universal Translator For Text Search In Any Language (arstechnica.com) 47

An anonymous reader quotes a report from Ars Technica: The Intelligence Advanced Research Projects Agency (IARPA), the U.S. Intelligence Community's own science and technology research arm, has announced it is seeking contenders for a program to develop what amounts to the ultimate Google Translator. IARPA's Machine Translation for English Retrieval of Information in Any Language (MATERIAL) program intends to provide researchers and analysts with a tool to search for documents in their field of concern in any of the more than 7,000 languages spoken worldwide. The specific goal, according to IARPA's announcement, is an "'English-in, English-out' information retrieval system that, given a domain-sensitive English query, will retrieve relevant data from a large multilingual repository and display the retrieved information in English as query-biased summaries." Users would be able to search vast numbers of documents with a two-part query: the first giving the "domain" of the search in terms of what sort of information they are seeking (for example, "Government," "Science," or "Health") and the second an English word or phrase describing the information sought (the examples given in the announcement were "zika virus" and "Asperger's syndrome"). The system would be used in situations like natural disasters or military interventions in remote locations where the military has little or no local language expertise. Those taking on the MATERIAL program will be given access to a limited set of machine translation and automatic speech recognition training data from multiple languages "to enable performers to learn how to quickly adapt their methods to a wide variety of materials in various genres and domains," the announcement explained. "As the program progresses, performers will apply and adapt these methods in increasingly shortened time frames to new languages... Since language-independent approaches with quick ramp up time are sought, foreign language expertise in the languages of the program is not expected." The good news for the broader linguistics and technology world is that IARPA expects the teams competing on MATERIAL to publicly publish their research. If successful, this moonshot for translation could radically change how accessible materials in many languages are to the rest of the world.
