The groups demand anti-circumvention law, three strikes and you're out legislation, and increased secondary liability for websites. The demands come as part of the national copyright consultation in which hundreds of Canadians have spoken out against such reforms."

A user writes "Some undergraduate and masters level courses at the Southwestern Baptist Theological Seminary require trolling as part of their requirements. In William Dembski's classes on Intelligent Design and Christian Apologetics, 20% of the final grades come from having made 10 posts defending Intelligent Design Creationism on 'hostile' websites. There seems to be no requirement that the posts contain original writing; apparently cut-and-paste jobs are sufficient. Is this the first case of trolling the net being part of course requirements?"

ParticleGirl writes with this excerpt from the Detroit Free Press: "GM's unusual, government-engineered bankruptcy allowed the Detroit automaker to emerge as a new company — and to shed billions in liabilities, including claims that governments had against GM for polluting. Environmental liabilities estimated at $530 million were left with the old GM, which has only $1.2 billion to wind down. Administrative fees and other claims will soak up that money, and state and local officials told the Free Press they fear the cleanups will be shortchanged. ... The New York Attorney General's Office, seeking to protect environmental claims for cleanup at Massena and other sites, argued that federal and state regulatory requirements should not be eliminated by a bankruptcy sale. ... But [US Bankruptcy Judge Robert Gerber] ruled otherwise."

beef curtains writes "Phil Schiller, Apple senior vice president of worldwide product marketing, responded by e-mail to a blog post discussing Apple's rejection of a dictionary app. If Schiller's e-mail is to be believed, it offers an interesting perspective on this whole issue. He said, 'The issue that the App Store reviewers did find with the Ninjawords application is that it provided access to other more vulgar terms than those found in traditional and common dictionaries, words that many reasonable people might find upsetting or objectionable. ... The Ninjawords developer then decided to filter some offensive terms in the Ninjawords application and resubmit it for approval for distribution in the App Store before parental controls were implemented. Apple did not ask the developer to censor any content in Ninjawords, the developer decided to do that themselves in order to get to market faster. ... You are correct that the Ninjawords application should not have needed to be censored while also receiving a 17+ rating, but that was a result of the developers' actions, not Apple's.' By now you've probably seen the NY Times's long piece on distracted driving — about how most drivers and most legislators willfully ignore the evidence of the dangers of talking on a cellphone, texting, and other electronic distractions while behind the wheel. According to this article, cellphone use while driving causes over 1,000 fatalities a year in the US. Another shoe has now dropped: it seems that the US National Highway Safety Administration blocked a proposed definitive study of the risks. The NHSA now cites concerns about angering Congress. Two consumer safety groups had filed a FOIA request for documents about the aborted study, and the Times has now made the documents public — including the research behind the request for a study of 10,000 drivers.

_Sharp'r_ writes "In Honduras, according to breaking Catalan newspaper reports (translations available, USA Today mention), authorities have seized 45 computers containing certified election results for a constitutional election that never happened. The election had been scheduled for June 28, but on that day the president, Manuel Zelaya, was ousted. The 'certified' and detailed electronic records of the non-existent election show Zelaya's side having won overwhelmingly."

ZeroSerenity was one of many to write with news of a survey from the Pew Research Center which sought to find out how Americans feel about science and contrast that with the opinions of actual scientists. The study showed that "nearly 9 in 10 scientists accept the idea of evolution by natural selection, but just a third of the public does. And while 84% of scientists say the Earth is getting warmer because of human activity, less than half of the public agrees with that." 27% of the respondents said that the advances of the US in science are its greatest achievement, down from 44% ten years ago. The study is lengthy, and it contains many more interesting tidbits. For example: scientists decry the level of media coverage given to science, and they also think research funding has too much influence on study results. 32% of scientists identify themselves as Independent, while 55% say they're Democrats and 6% say they're Republicans.

coondoggie writes "On a day when one of the largest wind farm plans bit the dust, the US Department of Energy is offering up a five-year, $45 million grant to design and build a large dynamometer facility for testing 5 to 15 MW rated wind turbines and equipment. The DOE says such a facility is needed as the US has fallen behind other countries in the race to build ever-larger wind turbines for energy production. According to the DOE, the average size of wind turbines installed in the United States in 2007 increased to roughly 1.65 MW. Additionally, turbines already developed range in the 2.5 MW to 3.5 MW capacity sizes; with plans being developed for even greater power ratings. The larger wind turbines have outpaced the availability of US-based testing facilities, the DOE stated."

Peace Corps Library writes "The United States and Russia, seeking to move forward on one of the most significant arms control treaties since the end of the cold war, announced that they had reached a preliminary agreement on cutting each country's stockpiles of strategic nuclear weapons, effectively setting the stage for a successor to the Strategic Arms Reduction Treaty (Start), a cold war-era pact that expires in December. Under the framework, negotiators are to be instructed to craft a treaty that would cut strategic warheads for each side to between 1,500 and 1,675, down from the limit of 2,200 slated to take effect in 2012 under the Treaty of Moscow (PDF) signed by President George W. Bush. The limit on delivery vehicles would be cut to between 500 and 1,100 from the 1,600 currently allowed under Start. Perhaps more important than the specific limits would be a revised and extended verification system that otherwise would expire with Start in December. The United States currently has 1,198 land-based intercontinental ballistic missiles, submarine-based missiles and bombers, which together are capable of delivering 5,576 warheads, according to its most recent Start report in January, while Russia reported that it has 816 delivery vehicles capable of delivering 3,909 warheads. 'We have a mutual interest in protecting both of our populations from the kinds of danger that weapons proliferation is presenting today,' said President Obama."

paimin writes "A struggle is breaking out in San Francisco over whether the developer of a publicly-funded installation of real-time tracking for the San Francisco Municipal Transit Agency has a right to control the use of data from the system. The situation is not totally clear, but this sure seems like an attempt to use patent threats to hijack public data. The city paid for the system, and the developer claims he lost money on the deal, so now he's shutting down applications like Routesy and Munitime that use data from the system unless they license the 'copyrighted' data from him."

theodp writes "CNET reports that less than two weeks before the EPA formally submitted its pro-carbon dioxide regulation recommendation to the White House, an EPA center director quashed a 98-page report that warned against making hasty 'decisions based on a scientific hypothesis that does not appear to explain most of the available data.' In an e-mail message (pdf) to a staff researcher on March 17, the EPA official wrote: 'The administrator and the administration has decided to move forward...and your comments do not help the legal or policy case for this decision.' The employee was also ordered not to 'have any direct communication' with anyone outside his small group at EPA on the topic of climate change, and was informed his report would not be shared with the agency group working on the topic. In a statement, the EPA took aim at the credentials of the report's author, Alan Carlin (BS Physics-Caltech, PhD Econ-MIT), describing him as 'not a scientist.' BTW, the official who chastised Carlin also found himself caught up in a 2005 brouhaha over mercury emissions after top EPA officials ordered the findings of a Harvard University study stripped from public records."

Amazon.com has reportedly cut off all affiliates in North Carolina as a preemptive response to the sales tax change being pushed through the state legislature. The Seattle-based online retailer warned affiliates last week that such a move might be necessary, but the early shutoff seems to be a move in hopes of swaying opinion on the proposed legislation. "Local affiliates say they were 'blind-sided' by the company's action. 'I got this e-mail at 4:30 this morning,' said James Barrett, a technology consultant from Winston-Salem. 'It wasn't saying your account will be shut down. It said it is shut down. That just blew me up right there.' Barrett said that he is frustrated at lawmakers for considering the tax, but equally aggravated with Amazon. 'They're trying to tick off all their associates and get them to call down to Raleigh,' Barrett said. 'I think that is pretty tacky. That's not the way to use people who are referring business to your business.'"

jamie found this roundup on the status of the Waxman-Markey climate change bill, which is about to be voted on by the US House of Representatives. (The article notes that if the majority Democrats can't see the 218 votes needed for passage, they will probably put off the vote.) The AP has put together a FAQ that says, "[The bill, if passed,] fundamentally will change how we use, produce and consume energy, ending the country's love affair with big gas-guzzling cars and its insatiable appetite for cheap electricity. This bill will put smaller, more efficient cars on the road, swap smokestacks for windmills and solar panels, and transform the appliances you can buy for your home." The odds-makers are giving the bill a marginal chance of passing in the House, with tougher going expected in the Senate.

mcgrew writes "The Bush administration had plans in place to use spy satellites to spy on American citizens. This morning the AP reports that new DHS head Janet Napolitano has axed those plans. 'The program was announced in 2007 and was to have the Homeland Security Department use overhead and mapping imagery from existing satellites for homeland security and law enforcement purposes. The program, called the National Applications Office, has been delayed because of privacy and civil liberty concerns. The program was included in the Obama administration's 2010 budget request, according to Rep. Jane Harman, a California Democrat and House homeland security committee member who was briefed on the department's classified intelligence budget.'"

An anonymous reader points out a column by James Boyle, who knows a thing or two about copyright, analyzing the Obama Administration's policy choices about intellectual property and high tech. "Traditionally, Democratic administrations take their copyright policy direct from Hollywood and the recording industry. Unfortunately, so do Republican administrations. The capture of regulators by the industry they regulate is nothing new, of course, but in intellectual property there is the added benefit that incumbents can frequently squelch competing technologies and business methods before they ever come into existence. ... The Obama administration's warm embrace of Silicon Valley, and Silicon Valley's checkbook, had given some hope that this pattern would change — and I think it will. Now, instead of taking copyright policy direct from the media conglomerates (who, after all, have a very legitimate point of view — even if not the only point of view) it is quite likely that the administration will construct it as a contract between content companies and high-technology companies such as Google. In some places, citizens and consumers will probably benefit, simply because optimizing for the interests of two economic blocs rather than one is likely to give us a slightly more balanced, and less technology-phobic, set of rules. And perhaps the administration will go further. But recent actions make me doubt that this is the case."

"House Democrats on Friday answered President Obama's call for a sweeping overhaul of the health care system by putting forward [an] 852-page draft bill that would require all Americans to obtain health insurance, force employers to provide benefits or help pay for them, and create a new public insurance program to compete with private insurers — a move that Republicans will bitterly oppose. ... But the chairmen said they still did not know how much the plan would cost, even as they pledged to pay for it by cutting Medicare spending and imposing new, unspecified taxes. The three chairmen described their bill as a starting point in a weeks-long legislative endeavor that they said would dominate Congress for the summer and ultimately involve the full panorama of stakeholders in the health care industry, which accounts for about one-sixth of the nation's economy. ... House Republicans, who have had no involvement in the development of the health legislation so far, quickly denounced the Democrats' proposal as a thinly disguised plan for an eventual government takeover of the health care system. ... The House Democrats' plan is one of three distinct efforts underway on Capitol Hill to draft the health overhaul legislation. In the Senate, both the Finance Committee and the health committee have separate bills in the works, and in recent days those efforts seem to have stumbled."

langelgjm writes "President Obama has announced his intent to nominate David Kappos, a VP and general counsel at IBM, to head the US Patent and Trademark Office. This move is particularly notable not only because of IBM's much friendlier attitudes towards open source compared with some of their rivals, but also because Kappos himself is open source-friendly: 'We are now the biggest supporters of the open source development project,' explains David. 'Admittedly this policy is not easily reconcilable with our traditional IP strategy, but we are convinced that it is the way to go for the future.' Not just a lawyer, Kappos earned an engineering degree before working in the legal field. Kappos has been described as 'critical of the American approach to patent policy.' Given his background, could this mean a new era for US patent policy?"

Mike Masnick over at Techdirt has an incredibly in-depth look at two presentations in particular from the recent CISAC world copyright summit. Rep. Robert Wexler and Senator Orrin Hatch both gave deeply troubling presentations calling opponents of stronger copyright "liars" and suggesting that copyright is the only way to make money on creative works, respectively. "Does anyone else find it ironic that it's the so-called 'creative class' which copyright supporters insist are enabled by copyright supposedly have not been able to tell this 'great story?' Perhaps the problem is that there is no great story to tell. Perhaps the problem is that more and more people are recognizing that the 'great story' is one that suppresses the rights of everyday users, stifles innovation, holds back progress and stamps on our rights of free speech and communication? Has it occurred to Wexler that for the past decade, the industry has been telling this story over and over and over again — and every time they do, more and more people realize that it doesn't add up? "

An anonymous reader points out that Congress has quietly begun dismantling NASA's manned space flight program. "Other recommendations contained in the bill include a $77million reduction in NASA's proposed space operations budget, which includes the space shuttle and international space station; a $6 million reduction in science; and a $332 million shift in funds from the Cross Agency Support account to a new budget line-item included in the subcommittee's mark. Dubbed Construction and Environmental Compliance, the new account would be funded at $441 million. Congressional aides said the new line item and accompanying funds are aimed at consolidating NASA's various construction efforts into a single pot of money."

An article at ComputerWorld describes the history, present, and future of what could arguably be called the most important operating system of them all. 'Thompson and a colleague, Dennis Ritchie, had been feeling adrift since Bell Labs had withdrawn earlier in the year from a troubled project to develop a time-sharing system called Multics (Multiplexed Information and Computing Service). They had no desire to stick with any of the batch operating systems that predominated at the time, nor did they want to reinvent Multics, which they saw as grotesque and unwieldy. After batting around some ideas for a new system, Thompson wrote the first version of Unix, which the pair would continue to develop over the next several years with the help of colleagues Doug McIlroy, Joe Ossanna and Rudd Canaday.'"
